Would you like to influence cloud computing adoption in the Japan Public Sector (Local and Central Government, Education and Non-Profit verticals) Would you like to be part of a team focused on increasing awareness and adoption of Web Services by engaging with worldwide public sector organizations who are completely reinventing their IT strategy by adopting cloud computing Do you have the business savvy, public sector industry experience and a broad technical background necessary to help further establish Web Services as a leading cloud provider
As the Business Development Pursuit/Capture Manager for Web Services focusing on the Public Sector in Japan, you will have the exciting opportunity to help shape and deliver on a strategy to build customer mind-share and broaden use of Web Services utility computing web services.
Your broad responsibilities will include working with Public Sector customers and Web Services sales teams to identify, shape and influence RFx opportunities (e.g. Tenders / RFI / RFQ / RFP and Panel Contracts) and support new business development. You will work with the broader ecosystem of industry advisors/consultants, industry bodies and others that impact acquisition environment in Japan. You will also work with internal Web Services teams on specific opportunities to develop opportunity strategies, win strategies, proactively determine shaping activities and implement them, support channel strategy, support pricing, determine compliance to legal terms and conditions and orchestrate RFx responses. You will work with the Web Services field and partner sales teams, along with our engineering teams, to close strategic business at a rapid rate across the public sector.
The Candidate Will Possess a Japan Local Government Procurement/Sales/IT Background
The ideal candidate will possess prior capture, pursuit, consulting, business development, or inside government experience. The candidate will possess understanding of cloud adoption trends and challenges in the public sector, especially among the ones in Local Governments in Japan. She/he must be able to develop a trusted partnership with the customers and partners to guide their cloud acquisition. The candidate must have the ability to communicate effectively with technical leaders, software developers, architects and business leaders. She/he must be able to think big and strategically about the customers’ mission and product/technical challenges to build and convey compelling value propositions.
The candidate must know local government & Public Sector acquisition guidelines and have experience with government RFx compliance requirements. Understand and navigate government contracting vehicles and procedures. Be a thought leader with respect to building cloud acquisition awareness and program pursuit.

●Basic Qualifications
・Demonstrable track record of business development and/or sales experience
・Excellent communicator who can quickly earn the respect of the team and customers
・University Degree or equivalent experience
・Fluent Japanese and English
●Preferred Qualifications
・More than 10+ years of combined experience in Public Sector, IT industry, consulting firm and/or SI.
・Extensive background in IT and or Commercial/ Public Sector proposal capture management to identify, shape and lead competitive procurement
・Must have a good understanding of local government procurement and government ICT procurement / contract rules and regulations
・Exposure to complex deal management
・The experience in other Public Sector verticals (Central Government, Education and Non-Profit verticals) will be highly appreciated.
・Deep understanding on APN Partners / domestic SIs business model and their ecosystem
・MBA or equivalent degree
・Excellent communication and writing skills, and be both technical and analytical
・Self-motivated with a great sense of urgency and follow-through
・Must have the ability to work effectively across internal and external organizations
・Acts in accordance with vision, mission, and established goals
・Demonstrable track record of business development and/or sales experience
・Excellent communicator who can quickly earn the respect of the team and customers
